WHEREAS, the Hono’uli’uli ‘Ewa Plain Pueo, disappearing sacred guardians of native lands on the ‘Ewa Plain, is listed by the state of Hawaii as an endangered species on the island of Oahu; and   WHEREAS, the Pueo or Hawaiian Owl has a special place in Hawaii’s mythology. They are considered the “bird of wisdom” known for offering guidance and protection, and have silently sailed over the Hawaiian Islands for well over one thousand years; and

WHEREAS, the Pueo is a subspecies of the short-eared owl, scientific name Asio flammeus sandwichensis, and is an endemic species, which evolved in the Hawaiian Islands, and    WHEREAS, there are Pueo Awards, Pueo Scholars, Pueo Programs, Pueo Pride, UH West Oahu Pueo mascot, and throughout Hawaii, streets, areas, and valleys bearing the Pueo owl’s name, with many such places having an Intriguing legend attached to them, and

WHEREAS, the guardian Pueo owl belongs to the spiritual and physical worlds, and it was believed that after the death of a person, his or her spirit could still protect and influence the remaining family while acting through the body of the Pueo owl; and   WHEREAS, The Pueo was revered by the ancient Hawaiians, and was an ’aumakua or ancestral guardian of many Hawaiian families, and an encounter with the Pueo is considered to be an omen, and

WHEREAS, pueo once flew in great numbers in the late 1800s on Oahu, but today are endangered, especially on the ‘Ewa Plain; and   WHEREAS, Pueo truly fly without as much as a whisper of sound, the owl’s lethal talons and beak are hidden in a cloak of soft, attractive thick feathers, and their eyes, big and round, seem human but deeply penetrating; and   WHEREAS, Pueo owls nests right on the ground, in grassy areas, laying three to six eggs over a few months as the eggs hatch at different times, and young may fledge from nest on foot before they are able to fly, and depend on their parents for approximately two months; and   WHEREAS, the young pueo nestlings are vulnerable to feral cats, dogs, rats and mongoose, and the State has listed the pueo as endangered on Oahu ‘Ewa Plain,and the imperiled pueo therefore need an established habitat protection plan all for themselves; and   WHEREAS, Pueo can benefit from State and privately supported management activities designed to conserve other endangered birds, and also can benefit from game bird management so that higher densities of pueo occur on lands where game birds also are common; and

WHEREAS, this neighborhood board, is of the opinion, that HART, the State of Hawaii, and the State Legislature need to take more pro-active measures to protect the endangered Pueo on the ‘Ewa plain, and that the community is seriously concerned by the lack of concern for this while construction is in progress; now, therefore,

BE IT RESOLVED that the Makakilo/Kapolei/Honokai Hale Neighborhood Board No. 34 strongly and urgently requests that the State of Hawaii, City and County of Honolulu, DR Horton, the Department of Hawaiian Homelands, UH West Oahu, and HART immediately take pro-active measures to protect the endangered ‘Ewa Plain Pueo, and

BE IT FURTHER RESOLVED that the board will do “everything within its power” to support this measure, and
